The solution is to swipe over (select) the eye giving a dotted rectangular box around just the eye. I cannot do the red eye removal tool because when I click on the tool I get a round cursor looking like a no entry traffic sign and when I click on the image to remove red eye I get a little message window saying that I could not rasterize because the pixel data for this layer is not directly editable.
